1. Nobody talks about the developers **you** know. The article talks about developers in general. Some have GitHub profiles, some do not. And it’s fine either way you choose. Even though having work publicly can help, it’s not mandatory.
2. Blogs are not new things unless you are born in 2021. Blogs are on the internet for a long time. They help you a lot, first of all. By writing about something, you learn it better. Even if nobody checks it, you still won. But, I know many developers that got opportunities based on their blog.
